RECOVERY: Retour à la via normale

 

(Risk) Reduction is the first stage of the Emergency Management Circle in the 4R-model.

The aim of these activities is to limit the number of risks and to develop a coherent and optimal strategy to manage risks.

The final component of Reduction is the conception of major scenarios in preparation of the actual emergency planning.

Reduction is composed of:

Desactivation de la mode de crise

 

The activitation of an emergency plan means that an organisation passes from a "peacetime" structure and rules to a "wartime" configuration, with a different hierarchy, different processes and differents responsabilities and decision making rules.

 

At the end of the acute phase of crisis management, the organisation (authority, company, ...) should gradually pass to its "peacetime" configuration, without interruption in its processes.

 

CEMAC can assist in this stage by guaranteeing a smooth transation and transfer of processes to the regular organisational services and staff.

E.g collection and assessment of incoming complaints and claims to prepare for a transfer to legal and insurance.

After Action Assessment (Evaluation)

 

CEMAC has combined military and civilian standards to develop a proprietary methodology for the assessment of and reporting on crisis management both during exercises and real incident operations.

The methodology results in the creation of After Action Reports / Improvement Plans (AARIP) structured on the basis of core emergency (management / support) functions (EMF/ESF), guaranteeing widespread compliance with national and international standards (e.g. FEMA/DHS).

 

The AAR following an emergency situation can vary from a rather superficial review to a very detailed - 6,000+ benchmark criteria - assessment.

The AAR can be supplemented with an IP module which presents the key issues, possible remedies, specific action items and proposed actors.

 

An AARIP is the closing cornerstone of the last stage in the 4R-model, closing the circle en providing input for a re-assessment of risks and for the modfication of the emergency planning & preparedness.
